It is intriguing, this two birds with one stone, concept. But since we already have the problem of handling high level waste, I should think downblending the bomb material so it is not usable for bombs would be cheaper than building nuclear plants, and would not make the high level waste problem worse than it already is, which is very very bad indeed.
My understanding is that even thermal energy is cheaper than nuclear, and thermal is just as steady or more so than nuclear energy, so we should put our money there and in the renewables.
Unless I can be convinced that the right form of 4th generation is truly safe, that is, in which case the extra cost would seem worth while since at least some forms of 4th generation power plants significantly reduce the amount of high level waste on the planet.
