Hi Lynn, That distinction between Track II and Track III diplomacy seems useful.  Sister Cities and the Mayors for Peace Network on the Mayoral level are Track II.  The LA / Tehran Dialog will be more like Track III.  Does that seem right?  Perhaps it is better to think of diplomacy as residing on a continuum from People to People at the top on down to Heads of States.
