There are instructions and helpful links and information at http://laandc.org/mayorspeace.htm.  Good luck and the main thing I have found is that you have to dig in for a long campaign, but you will get there.  Cities don't want to be bombed and they don't have any nuclear weapons, so nuclear disarmament is a no brainer at the city level - you just have to go through the steps of lining the Mayor and the City Council up via a consistent gentle pressure.
