I totally agree, Armando. We need a systems approach that can bring in the diversity of perspectives and create a reasonably integrated approach that we can coordinate on. We need something better than muddling through, for sure. The MIT Climate CoLab is doing something of interest along these lines, asking for proposals and then combining bottom up and top down judgment to select the best.
