The Autonomous Miskitu Region of the Caribbean Coast beside Nicaragua North has a land area of ​​about 32,000 Kmᶻ where has a population of approximately 200,000 inhabitants clustered into different ethnic groups.

The region is vulnerable by levels of marginalization, exclusion and extreme poverty. This situation was further deteriorated by the visit of Hurricane Felix on Sept. 4, 2007.

In the socio-economic aspect the region is at very low levels of development by the lack of infrastructure, semi-industrial technology and the lack of marketing their limited resources which the population uses for their survival.

Added to the above abnormal situations such as the merciless exploitation of its resources related to the uncontrolled extraction of timber from their forests, degradation of their marine wildlife species and extraction of minerals, gold, silver and other are given ; this experienced external and exogenous agents, whose profits and benefits are intangible to the general population.

Undoubtedly, this situation directly affects the environment causing environmental, climatic and health disorders, the effects of excessive rainfall causing flooding unconventional periods and its resulting damage; On the other hand droughts occur at certain times of the year also affected equally to cultvos and plantations. This is to say that the Region also at risk of being affected by hurricanes and cyclones during the rainy season.

Bilwi City is the county seat of the Municipality of Puerto Cabezas and seat of the Autonomous Regional Government and the scope of which also suffer the same consequences and effects caused by the above mentioned factors.
