"It has always been that way ..."  but primarily with non-indigenous groups. Indigenous Peoples, traditionally, share a strong desire for Unity Consciousness. This is gained primarily through Concensus rather than through the non-indigenous practice of  Majority wins. "Consensus" demands personal Truth with Respect for All and a Keen Desire for the Greatest Good for All Concerned.
