Looks good to me, anyway, an American who has never even been to Israel/Palestine.
This idea is pitched by a joint Israeli/Palestinian team as a workaround for the settler problem. The estimated 400,000 Israeli settlers in the West Bank and 200,000 in East Jerusalem would seem to make the two-state solution impossible. But what if the settlers were allowed to stay? If the idea were to be adopted, there would have to be strong measures to overcome settler violence, so it still seems difficult to say the least.
