As I see it, a peaceful society is global, all-inclusive, shares a common consciousness that respects diversity and is aware that humanity is part of and dependent on Nature.
Nuclear weapons are the main obstacle toward realization of that society. They feed off themselves. Can you fully trust a nation that keeps such an evil option on the table? No way! And in a world of such distrust, the nuclear nations believe they had better keep their nukes.
The cities of the world are the targets and they do not themselves have nuclear weapons, so they are solidly in favor of nuclear disarmament. A global network of cities in support of all the goals of the UN is doable. That would be a great step toward a peaceful society.
