But until Palestine is recognized as a nation of its own, Israel has de facto control of the West Bank, so from a practical point of view, no surprise that US 501-c-3 nonprofits can help Settlements with donations. Even then, though money ought not be provided to Settlements for military purposes, yet it is sometimes.

The continued U.S. support of Israel with money and arms is what blocks any change. The U.S. supports a two-state solution to the conflict in theory, but not in practice, it appears.
