I'm not sure we need to explore the "commons" as it appears to be quite a departure from a typical orgianzational structure no matter what its merits are.
As I understand the disucssion at our last meeting, it seems that we want to be an organization that can endorse specific resolutions. There are two things we need to keep in mind. One is that any resolution we pass should have wide-spread support in the gourp; more than a simple majority. The other is that one organization should not be able to block a resolution. For example, there may be a resolution that a member organization feels is fundamentally important to its mission. Failure to pass such a resoultion due to opposition from a single member organization could destablize the organization. I suggest we consider requiring a supermajority (2/3) to pass a resolution.
