I think the implementation of the idea of bubble-up 'memery' exists and is called Twitter.

It should be possible to write a 3rd party interface for Twitter that adds levels-of-organization.  Twitter already works with hashtags and only needs minor tweaking to relax standards such as message length, or to add standards such as anonymity or whatever.

And most Voice of Humantiy participants surely already have a (n unused) Twitter handle.   And there are 100s of millions of other Twitter users VoH can reach via hashtag.  It is an easy step to 'coerce' them to use a (VoH) 3rd party twitter app.
